AV CURRENCY REQUIREMENTS

 

If you haven’t performed and reported a minimum of two of any of the Navigation System activities listed below during the previous year, you will be placed in a REYR condition in the current year.

 

Remember that your reports are made on-line both to the Coast Guard and to AUXDATA. The REYR restriction will be removed when you make up the two reports. Failure to complete these make up reports by July 19 of the current year initiates the loss of your access codes to the PATON Reporting System. You will have to re-register on the PATON System and make an additional two reports (a total of four) during the current year in order to recover your currency as an AV. Non-activity for 5 consecutive years causes the loss of your AV Qualification.

 

The acceptable AV reports can be any of the following NS activities:

 

Checked, photographed and verified private aids to navigation (PATONs) performed by current and qualified AVs, as directed by annual PATON Goals and Objectives.

 

  • Checked unscheduled PATONs are never submitted to the Coast Guard unless a discrepancy is observed by the AV.

  • Verified (scheduled) PATONs are always submitted on-line to the Coast Guard 

  • Photographs for unscheduled PATONs should be submitted to the DSO-NS 013.

  • All reports to the Coast Guard must be submitted on-line using a USCG AV PATON Report-7054.

  • AVs are allowed to take credit in AUXDATA for all PATONs that they check, photograph or verify as a Mission 31 on a 7030 AUXDATA Mission Activity report – Individual.

 

 Checked and surveyed bridges performed by current and qualified AVs as directed by annual Bridge Goals and Objectives. 

  • Discrepancies, discrepancy completions, bridge specification corrections and annual bridge survey reports are submitted to the Coast Guard using the on-line Bridge Reporting Database System.

  • AVs are allowed to take credit in AUXDATA for all bridge reports that they submit as a Mission 32 on a 7030 AUXDATA Mission Activity report – Individual.

Checked Federal aids to navigation performed by Auxiliarists as directed by annual Federal Aid to Navigation Goals and Objectives.

 

Discrepancies observed on Federal aids to navigation should be reported directly to the local CG ANT or STA per local procedures.

  • Federal aids to navigation found watching properly should never be reported to the Coast Guard unless specifically directed by the Coast Guard.

  • AVs are allowed to take credit in AUXDATA for all Federal aids to navigation checks as a Mission 30 on a 7030 AUXDATA Mission Activity report-Individual.

AVs who work directly in support of CG ANTs and have no reported activity will not be placed in REYR. However, all AVs are always encouraged to participate in the scheduled and unscheduled field activity.

 Double Dipping Problem

  • Two or more AVs cannot be given AUXDATA credit for the same PATON, Bridge or Federal Aid that is verified or checked. 
  • On PATON patrols, each PATON, Bridge or Federal aid should be assigned to a specific AV for reporting on-line to the Coast Guard.
  • The AV’s name appears in the PATON and Bridge history record.
  • This data is used to determine each AV’s PATON and Bridge responsible for the report and for their annual activity.
  • On PATON patrols, each PATON, Bridge or Federal aid must be assigned to a specific AV for reporting to AUXDATA.
  • The activity is recorded to the reporting AV.
  • This data is used to determine each AV’s Federal aid annual activity.

 

Not qualified Auxiliarists

Auxiliarists who are not current and qualified AVs are:

  • Not allowed to perform annual scheduled verifications or unscheduled checks on private aid to navigation and bridges. This activity is restricted to current and qualified Aid Verifiers due to National training requirements for the performance of this activity.
  • Not allowed to submit 7030 AUXDATA Mission Activity reports for scheduled  and unscheduled private aids to navigation and bridges.
  • May make casual reports of observed discrepancies on Private and Federal aids to navigation and bridges to the Coast Guard and to take AUXDATA credit for this activity.
  • Casual activity can never be part of authorized PATON Patrol activity.

 

Terminology

 

Verification – an activity performed on private aids to navigation by an AV per a prescribed process that involves, documentation checks, pre-underway checks of electronic equipment, on-scene checks of equipment accuracy, prescribed taking of a fix, observations of the aid to I-ALA-B standards, prescribed maneuvering to minimize position error, prescribed taking of the depth and the on-line reporting of the results on a USCG AV PATON Report-7054.

 

Checking – a process performed on unscheduled private aids (PATONs) and Federal aids (ATONs) by an AV per a prescribed process that involves, documentation checks, pre-underway checks of electronic equipment, on-scene checks of equipment accuracy, use of a chart plotter to determine aid position, observation of the aid to IALA-B standards, and review of the depth. Reports are made to the Coast Guard only when a discrepancy is observed on the aid.

 

Surveying – a process performed on bridges by an AV per a prescribed process that involves documentation checks, on-scene specification checks, night light checks, checks of protective equipment support structures and wales, Federal Regulations for the bridge, and the on-line reporting of the results on the on-line Bridge System.
